Announcement about investigation into guerin report to be made today

The Taoiseach says an announcement about a Commission of Investigation into the findings of the Guerin report will be made later today. The government response to allegations of garda misconduct is dominating this morning's Cabinet meeting. Frances Fitzgerald has brought a memo to Ministers, outlining her views on how they should respond to the the Guerin Report - which is thought to include a review of her own Department. Enda Kenny says the Cabinet will make a decision on a Commission of Investigation but we will not see terms of reference today. "Well we won't have those today - I think what you will find today, as the Minister's pointed out, a formal decision to have a commission of investigation" he said. "It depends on the way government want to look at this in terms of its structure and range, how it might go about terms of reference that would be appropriate for this particular investigation" he added. Meanwhile the Public Expenditure Minister says the decisions taken by Cabinet will benefit ordinary members of the gardaí. Brendan Howlin says the majority of gardaí are in favour of transparency and oversight. "The overwhelming majority of members of An Garda Siochana want to serve the public in an open and transparent way, and they deserve to have systems - both administrative systems within An Garda Siochana itself, and oversight systems in a democratic society - that are appropriate now for a very changed world in the 21st century" he said.
