Irish Business Against Litter says increasing on-the-spot fines won't tackle the problem.
A new survey shows cigarette butts are the worst cause of littering - while pedestrians are the number one culprits. In response the Environment Minister's increased the fine for those caught red handed from 150 to 250 euro.
